Flutterwave Secures Cameroon License to Expand Africa’s Largest Digital Payments Network

23 Jun 2025

Flutterwave, one of Africa’s leading fintech companies, has secured approval to operate as a licensed payment service provider (PSP) in Cameroon. This milestone marks a strategic step in the company’s mission to build Africa’s most extensive and inclusive digital payments network, connecting businesses and consumers across the continent with seamless, reliable financial services.

The approval was granted by Cameroon’s National Payment Systems Department, allowing Flutterwave to offer a full range of digital payment solutions within the Central African country. This development not only enhances Flutterwave’s presence in Cameroon but also signals its broader commitment to expanding regulated operations across Africa.

Growing Regulatory Footprint in Africa

Flutterwave’s recent license in Cameroon complements its expanding regulatory portfolio on the continent. The company has already achieved several key milestones, including:

  • A Payment System license from the Bank of Zambia,
  • An Enhanced Payment Service Provider license in Ghana,
  • A Payment Systems Operator license from the Bank of Uganda.

These authorizations reflect Flutterwave’s strategic focus on working within local regulatory frameworks to foster trust, ensure compliance, and facilitate secure, efficient financial transactions across different markets.

Leadership’s Vision for Cameroon and Africa

Olugbenga Agboola, Founder and CEO of Flutterwave, expressed enthusiasm about the Cameroon approval: “Cameroon’s dynamic economy and rapidly growing digital adoption make it a critical market for our long-term vision of financial inclusion and digital transformation in Africa. We see immense potential in the country’s evolving ecosystem and are proud to be part of unlocking its digital economy.”

He further highlighted that Cameroon’s strategic importance stems from its position as a gateway to Central Africa, making it an ideal stepping stone for Flutterwave’s expansion across the region.

A Strategic Response to Market Challenges

The Cameroon licensing also aligns with Flutterwave’s broader regulatory strategy, which is increasingly focused on securing explicit country-specific approvals. The move appears to be a response to past hurdles in markets like Kenya, where authorities raised concerns over licensing and compliance. By prioritizing regulatory engagement and obtaining local licenses, Flutterwave aims to build stronger relationships with regulators, businesses, and consumers, fostering trust and ensuring sustainable growth.

Driving Financial Inclusion and Cross-Border Payments

Since its launch in 2016, Flutterwave has rapidly expanded its operations to over 30 African countries. The company provides vital payment infrastructure that powers transactions for global giants, including Uber, Microsoft, and Booking.com, while also supporting countless small businesses to transact smoothly across borders.

With the new license in Cameroon, Flutterwave is poised to deepen financial inclusion and facilitate seamless payments for merchants and consumers alike. This development signifies a significant step towards unifying Africa’s fragmented payments landscape, enabling easier cross-border transactions, and expanding digital financial services in the region.

As Flutterwave continues to secure regulatory approvals across Africa, its commitment to building a cohesive, accessible, and secure payments network remains evident. The Cameroon license not only reinforces Flutterwave’s strategic growth but also highlights its dedication to fostering a more inclusive digital economy across Africa.
